Our Youth Development Program empowers 50,000 young citizens with skills and resources for national development. JAAGO addresses challenges faced by women and girls, offering alternative learning opportunities in underrepresented communities. JAAGO actively collaborates with local communities, women, youth, and marginalized groups to develop climate resilience and sustainable livelihood options. JAAGO promotes civic education to enhance youth civic participation, collective action, and leadership for effective societal change.

Position Summary

JAAGO Foundation seeks a qualified YLO Development Officer for the USAID-funded BIJOYEE project in partnership with CARE. Based in Narayanganj, this five-year initiative focuses on Positive Youth Development (PYD) by empowering youth through life skills training, civic engagement, and employment opportunities. The officer will implement capacity-building programs for Youth-Led and Youth-Serving Organizations (YLOs/ YSOs), support leadership development, conduct stakeholder engagement, and ensure project compliance with USAID standards. They will also handle progress reporting, represent JAAGO during field visits, and promote innovation and evidence-based practices to enhance project outcomes. Frequent travel to project sites will be required.

Job Responsibilities

  • Support the YLO Development and Advocacy Manager to ensure key policy and advocacy issues are adequately addressed in program implementation, and dialogues with external stakeholders ensuring that the advocacy strategy is rolled out.
  • Execute responsibility for oversight of YLOs and advocacy activities with monitoring technical soundness and reporting.
  • S/he will be responsible for coordination with campaign officers at the Hub-field office for smoothly implementing the YLOs and advocacy activities.
  • To identify the trainers and facilitators for the training sessions for the YLOs and YSOs in each hub.
  • Responsible for increasing the organizational capacity of YLOs and YSOs and supporting them in becoming more effective in their organizational management and work with special focus for inclusive youth participation and civic action.
  • To ensure the capacity of both registered and non-registered YLOs and YSOs to be effectively engaged and represent their communities.
  • Participate at different levels of project management forum including annual prep-workshop, activities designing workshop, and different level actors, etc.
  • S/he will represent the JAAGO Foundation at different levels including NGO and GoB in coordination with higher management of the JAAGO Foundation.
  • Key responsible to coordinate with the MEAL team for selecting YLOs and YSOs during the baseline, end line survey, mid-term evaluation and final evaluation of the BIYA project,
  • Ensure that guidance and learning for Youth, and Girls empowerment program related to YDP’s approach is applied for the implementation and design of operational strategies
  • Ensure that project leverages all opportunities to contribute to BIYA’s broader program goals
  • Create an enabling working environment that encourages open and honest communication, between all levels of personnel, based on mutual respect within the spirit of JAAGO’s core values.
  • Ensure that the project deliveries are achieved on time
  • Ensure positive youth development approaches are embedded in all activities
  • Contribute and ensure the donor reporting monthly, bi-monthly, quarterly and yearly as required.

Qualifications

Education

  • Minimum Bachelor’s Degree in Social Science/ Economics/ Development Studies/ Business Administration or in a related field.

Experience:

  • 2-3 years of experience with donor-funded projects focused on economic and/or youth empowerment including soft skill development, sustainable livelihoods, and income generating opportunities, etc.
  • Experience of implementing advocacy initiatives to mobilize stakeholders, enhancing youth leadership skills, providing guidance and assistance, and designing and implementing the capacity-building programs.
  • Facilitation experience to the Youth Led organization (YLOs), community organizations, enhance youth participation, and support the demands and rights of young people to facilitate program design and implementation.

Skills and Other Competencies

  • Strong program management and implementation skills in youth development.
  • Expertise in youth leadership, empowerment, and civic engagement.
  • Proficient in communication, coordination, and reporting to stakeholders.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Google G Suite (Docs, Sheets, Slides).
